Pre-Shipment Inspection vs During-Production Inspection: Which Do You Need

Buyers new to importing often ask which inspection type they should book, as if it’s a choice between two options. It usually isn’t. The two serve different purposes, and skipping one to save cost tends to shift the risk rather than remove it.

What during production inspection actually catches

During production inspection, also referred to as in-process inspection happens once a meaningful portion of your order is complete, typically somewhere between 20 and 50 percent depending on the product and the total run length. The goal isn’t to check finished goods. It’s to check whether the production process itself is producing consistent, spec-matching output while there’s still time to correct course.

If an inspector finds a stitching defect repeating across the sample checked at this stage, that’s a signal the sewing line has an issue, not a one-off mistake. Catching that at 30 percent completion means the remaining 70 percent of the order can be corrected before it’s made. Catching the same defect at pre-shipment, when the whole order is already finished and packed, means you’re choosing between accepting defective goods, rejecting the order and losing your shipping window, or renegotiating for a partial discount on stock you can’t fully use.

What pre-shipment inspection actually catches

Pre-shipment inspection, or PSI, happens near the end, generally once at least 80 percent of the order is packed and ready to ship. This is your last checkpoint before the goods leave the factory, and it’s built around statistical sampling using AQL standards to check finished, packed product against your specification sheet.

PSI checks things DPI can’t, because they don’t exist yet at the earlier stage: final packaging integrity, correct carton marking and labeling, full unit count against the purchase order, and functional testing on completed products rather than partially assembled ones.

Why one without the other leaves gaps

Booking only PSI means you’re checking finished goods with no opportunity to fix systemic problems found at that stage, other than rejecting the shipment. Booking only DPI means you catch production issues early but have no final check on packaging, final unit count, or defects that only show up once assembly is fully complete, like a hardware issue that only appears when a product is fully closed and function-tested.

For a buyer running a single small order with a trusted, long-term supplier, PSI alone is sometimes a reasonable risk to take. For a new supplier relationship, a large order, or a product category where defects are expensive to fix after shipping, both inspections earn their cost.

How the cost compares

DPI and PSI are priced similarly, usually charged per inspector, per day, with cost depending on your sourcing country and the complexity of the product being checked. Running both roughly doubles your inspection cost compared to running one, but that additional cost is still typically a small fraction of one percent of total order value for most mid-sized orders. Weighed against the cost of a rejected shipment or a batch of returns from end customers, the math generally favors running both.

A simple way to decide

New supplier, first order: run both. Established supplier, repeat order, no recent changes in production process: PSI alone is often sufficient, with DPI added back in periodically as a check. Complex or technical product with tight tolerances: run both regardless of supplier history, since the cost of an undetected systemic issue is higher in these categories. High-volume basic products with a proven supplier track record: PSI with a slightly larger sample size can sometimes substitute for a separate DPI visit, though this depends on how much risk you’re comfortable carrying.

The right inspection cadence isn’t fixed. It should track how much you actually know about a given supplier and how expensive a failure would be if something slips through.
